Naruto was always said to have very poor control. That's why he failed to do clone jutsu and it took him so long to do rasengan one handed. Though sakura is best of team 7 in this regard, sasuke has much better chakra control than naruto.

He had poor chakra control because of Orochimaru's seal and Kurama interfering. Even so, he mastered a forbidden jutsu at a great scale at a young age. After Orochimaru's Seal was removed, he was able to control his chakra almost flawlessly. Kurama was even amazed of Naruto's chakra control. During the war, Naruto surpassed most in the regards of chakra control.

Whether it does or not, throughout the war arc he only used it one handed in tb mode. Same for mini tailed beast ball, in kcm he had to use a clone for it whereas in tb mode he did it one handed.

It was using hagoromo's six paths chakra and six paths yang power not his base mode. You can tell by his eyes. They have cross pupils.

Yet Sasuke has very little chakra, but still able to preform a lot better. During the first bell test, Kakashi stated that a Genin shouldn't be able to use a jutsu like Fireball, yet Sasuke preformed it. If he has a lack of chakra, then he is better able to utilize the chakra he has, doing more tasking jutsu with less chakra.

Naruto never showed this, not even a single time. Naruto naturally has about 10 times as much chakra as Kakashi, around the same amount more than an average Shinobi. With Kurama he has hundred times more, and combined with Senjutsu he has even more. Though despise having something like 1,000 times more chakra than Sasuke, he isn't able to last any longer than Sasuke. What does that tell you? Sasuke can use less chakra for each jutsu. That is something Sasuke and Itachi have shown several times, where as Naruto has never shown it.

Naruto had fought much longer in the Fourth War then Sasuke before he came long and fought on many battlefields with his clones and was still able to fight Sasuke and not lose.

Sasuke actually had the majority of chakra at one point but pissed it all away in that one attack that got destroyed by Naruto who adapted when Sasuke smashed one of Kurama's clones to the ground which gathered a ton of nature energy to match Sasuke's attack.

Naruto was commented to have excellent chakra control, beyond that of most Shinobi in his time. So that is not it. (Though Sasuke is superior in Chakra control, compared to Naruto.)

Naruto's chakra was restored about 3 times during the war after he encountered Obito. Once by the Bijuu, once by Sakura and once by Hagoromo. After Hagoromo he and Sasuke was at the their max output of chakra. When the fight between the two began, Naruto had less chakra than Sasuke because he had used more against Madara and Kaguya. (Probably because Sasuke planned ahead as he knew he'd fight Naruto afterwards.)

Kurama said that Sasuke's chakra control was on pair with Hagoromo, something he never said to Naruto. Sasuke is able to freely manipulate 10 different types of chakra at once, on the same level Naruto can do on 3. So by all means, Sasuke is far superior in the terms of chakra control.

Or you know, what actually happened was that Naruto wasted most of his renaming chakra by giving it to Sasuke when it got absorbed. Thus forcing Kurama's hand to use up more chakra than he actually could.
