Wait, this is a 10m distance? Neji definitely wins then. Don't know why people are treating Mei like she's a guaranteed victor.

With a reasonable distance it would easily go to Mei. With that distance...

Neji wins for these reasons.

-Palm rotation would scatter lava style.
I guess so. If Mei douses Neji with water while he is rotating, the rotation will slow down because rotating while submerged is going to be harder due to water pressure being much greater than air pressure. After that, Mei can use her lava which it thus temporarily halting rotation and trapping Neji in concrete which Mei can further reinforce ( )( )( ). Once Neji is trapped, Mei can send water from underneath the ground via Suiton Suijinchuu into that dome of concrete, suffocating him.

Suiton Suijinchuu

From underground a violent a solid pillar of water explodes forth. In an instant hell fire is erase. Godaime Mizukage Mei Terumi activated this jutsu to perfectly block Madara's Katon Jutsu.

-Air palm might, well, blast mist away since it's an air-related. Regardless, it would land hits on Mei in ranged combat.
Air palm is a pinpoint attack so it only displaces the mist near the palm of his hand, the mist towards his sides, behind or above him won't get displaced.
-She gets destroyed by 64 palms in CQB.
Mei's hand seal and jutsu execution speed is so fast that she can easily whip up a large wall of water to engulf Neji if he goes in for CQB. Not to mention once Mei creates some distance like Kidomaru did ( )( ), she can use acid mist to continuously force Neji to emit chakra from his body or else he'll take damage. Not to mention Neji will eventually start coughing up blood after prolonged inhalation of acid mist.

Mei wins with mid difficulty.

@ People thinking Neji was Kage level now.

Only Hyuuga who has a decent chance winning against Mei is Hiashi.

Alright, with this level of tactics being employed, I'm convinced Mei would win at mid-long range. I never read this jutsu's page in the DB. I thought Most of Mei's attacks were straight forwards outside of solid fog.

Granted, which is why I introduced 2 views for it. This doesn't prevent a stalemate by assaulting her organs while the fog begins to cover him. Still, your first part of the post is a great argument, so I'd still give Mei the edge at mid-long range.

It's not that fast. At a 10m starting distance, it's more than likely that Neji can take her out before she can form the jutsu. Remember, 3rd databook Neji was awarding a 4.5 in speed. This is a value shared by Kakashi, Hebi Sasuke, Kiba, and Rock Lee, and this is assuming he didn't increase his speed. I find it unlikely that Mei, who has no notable speed feats, would outpace Neji, a very fast Naruto character. I don't see a CQB specialist loosing to a long-range specialist at CQB range. Even though Mei is more capable over all, she's out of her element in this match up.

In mid-long range. In CQB, Neji wins. I'd say Mei wins 8/10 matches, but I'm going to argue for Neji's 2 matches.

Mei wins, but this is a flawed analysis

she can't trap neji in concrete after merely using water. and saying he'll be ''submerged'' is nonsensical. she has no way to pin him down in during any supposed openings & he can see underground.

she simply has the ability to casually blow him away w/ the strength of her sui'ton ninjutsu

I guess you aren't stubborn like I first envisioned. Very well I'm glad you are willing to change your mind and are open minded in regards to the matchup.

That scan is used too often to downplay Mei. It's pretty much a fact she was running low on chakra at that point in time. What are your views on this particular feat?

Well Mei didn't get any databook stats. Not to mention the aforementioned shinobi aren't equal in speed just because they have the same speed score. I'm certain that old Hiruzen who got 3.0 in speed is faster than Gaara, EP2 Sakura, Temari. I'm pretty sure Kisame and Kakuzu are faster than Shizune. The fight starting close range means Mei won't outrun Neji due to his superior speed and the fact that going backwards is slower than moving forward. Then there is also vacuum palm which itself can cover 5 of the 10 m of range. However, Neji has to move 5 meters forward and push his arm forward whereas all Mei has to do is use suiton water spout causing a large amount water to gush up from underneath. The and Mei wasn't even close to Tsunade but she still ended up extinguishing the katon. I know Neji is faster as well as vacuum palm but Neji himself has to travel 5 m followed by the air pressure coming from Neji's palm also has to travel another 5 m so with Mei's fast ninjutsu execution, I think she can counter Neji's blitz forcing him to guard himself or evade Mei's attack, giving Mei the time to escape to a safe distance like Kidomaru did with Neji. At this point, Mei controls the flow of the battle.

Why not? She douses Neji with water and follows up with Yoton which would harden upon hitting Neji. Neji essentially pins himself down by using rotation to counter Mei's waterdragon.
