Would that even work though, i know what you mean by younger but the police officer would take that seriously? Or you mean the ones in the school? there are few.Find out the name of the bully and report them to the authorities. It may sound excessive because the bully is younger, but I'm sure if they were to be confronted by a police officer, they would be scared straight at that age.
Even the teachers can get bullied so i don't count them as a solution at all.I grew up in NY so I understand how things work over there, but this is really the best solution I can think up since teachers don't seem to do anything, even though they advise kids who are bullied to speak up.

Talking to parents and teachers can help. Its very hard, I was bullied my entire school life. Does she have any friends? Bullies are like predators they usually pick those separated from the flock but at nine she isn't old enough to deal with this alone, seek out the help of parents and teachers.In real life and it's not me but my cousin and i dunno what to tell her.

Which doesn't work. Bullying is already a power struggle, and when you tell an authority who won't care about you, you make yourself look even weaker. For crimes it *might* work, but for a classroom/workplace where nothing will be done about it, you're just digging further into a hole.It's called snitching.
