I believe he means that Kakashi can use it to warp attacks away, but not to hurt the opponent, like when he warped away Sasuke's susanoo arrows.

2. Sick armless Orochimaru

Kakashi mid difficulty. Hebi Sasuke dealt with him rather easily and Kakashi without kamui is on the same level as Hebi Sasuke.

3. Rusty Tsunade

Kakashi low difficulty.

4. Armless Orochimaru (Bridge Fight)

Orochimaru mid difficulty...dude is simply too hard to put down without kamui. He can catch Kakashi off guard with the blood from his true form and Kakashi has no way to deal with Hydra.

5. War Arc Tsunade

Kakashi mid difficulty. Faster, better reflexes, and use of clones can let him nail her with Raikiri through the brain or cut her head off with raiton chain.

6. Base Jiraiya

Kakashi mid difficulty. Boss summons aren't landing a hit on him and Kakashi can escape underground. Kakashi can maybe control toads with genjutsu, toad swamp can be countered with raiton, and the rest of Jiraiya's base arsenal simply can't keep up with Kakashi's speed and evasion tactics.

Kakashi gets punked.
