why didnt tobirama use water style in war?

I mean honestly, tobirama is underrated. He has ftg which is a great jutsu. People downgrade it from sasukes s/t but in some ways it's better. You just have to mark your locations first, but it has more range than sasukes.

But back to water style, he's undoubtedly got the largest water jutsu in the series, which he can use with a hand sign at a time.

Ex: Creates mini ocean, and than basically controls it like gaara does sand. It's only one hand and he can manipulate the water into water walls, water dragons, bolts of water that easily pierced through hiruzens earth wall, etc, all under a second, he basically doesn't use hand signs honestly.

Mine as well say he has magnet release with water. Lol which he doesn't but, there's really no difference. Like kishi is trolling tobirama using a hand sign on one hand
