The Delayed activation of Izanagi proves that Madara faked his death to ensure the progress of his Eye Of The Moon Plan undercover and ensure that Hashirama would never realize this and become a threat to his plans.

lets not side with Madara...even if madara didn't fake his Death...still it's hard to say that Madara fought serious against Hashi, since Madara's goal priority was to steal portion of hashirama's cells.....if Madara's goal was different ..the course of the fight and strategy of fight would change for sure according to the situation...
