I have a hunch Burgess would win in an all-out fight because he's an EOS villain.

Sabo already overpowered him during the Coliseum, remember? Using your logic, Van Auger>Sabo as well since he is also an EOS villain. Also, Burgess can grow in strength until EOS, it's not like he's going to remain at his current level.
