Sasuke surpassed Itachi before he ever awakened MS

No, what matters is how you win fight, you can still defeat someone while being weaker.
He just inferior to Itachi in believe or thinking not fighting. Plus he still young and need to process all thing that happen at/around him especially when he still a kid, his mind is unstable. Itachi the one did all that to Sasuke.Kishi isn't even talking or showing that.

If it were upto me, I would ended it just as Sasuke got MS, say clearly that he has surpassed itachi.
But no kishi didn't do that he kept finding ways to say sasuke is inferior in this or that, and had itachi babysit him when he returned.

That is not the point, the point is Kishi's reluctance to plainly say that sasuke has surpassed itachi and how he subtly finds ways to show him inferior to itachi.
Except Itachi also got two NFL weapons that if we taken their hype literally can make Itachi very powerful. But if those weapon hype is proven false Rinnegan Sasuke would neg diff Itachi.

Judging from the content of all these posts, it's clear that you guys somehow managed to miss the point. OP never said that Itachi>Sasuke, so stop posting "Sasuke stomps Itachi". OP said that's it's funny how Kishi never wants to come out and state that Sasuke has surpassed Itachi. Two completely different things.

It is more related to the fact that Itachi is one of Kishimoto's faves who have not been in bad light through manga. It is known that he plays favorites and it seems even more obvious when it comes to Itachi.
Not just with his relation to Sasuke, about most of the time Itachi had some redeeming quality; as a villain he was "badass" when he makes mistakes he admits, about anyone admits inferiority to him and if they do not they would get a humiliating defeat (ex; Deidara).
So OP's question can be answered in the context of author's portrayal of Itachi's character; rather than Sasuke's.

Who said it's expected of him to come out and say that? It's expected that he doesn't consistently point out areas where Sasuke is inferior to Itachi.
Not sure what Itachi failing when it comes to the whole massacre business has to do with this. The point is, Kishimoto tries his hardest to show where Itachi triumphs over Sasuke, instead of showing us nothing, or showing us that Sasuke has finally surpassed his older brother, even though it's obvious to the reader that he has.
@Amenotejikara: Whether or not he's baiting the fanbase isn't completely sure to me, but that doesn't change the fact that his words have truth in them.
