Itachi can activate Susano'o in all forms in less than 1/1000th of a second, faster than natural lightning. It's likely that Itachi is able to react to that as well. as the standard Lariat is used with V1 Raiton armor.

Not to mention Itachi's hand seal speed is faster than a sharingan can track, meaning he can create clones, set up genjutsu, or use whatever jutsu he wants at early the same speed. And the fact that Bee was able to counter Ay's Lariat speed, and Itachi was able to counter Bee's speed.

It does. Itachi told Kakashi that only those related to him can break out of Tsukuyomi. Kakashi knew from then on that only Sauce can break it.

If 3T+CS can shatter Tsukuyomi then EMS+rinnegan/hashis power should be able to produce a stronger genjutsu.

Sauce was able to break tsukuyomi because he was related to Itachi by blood (MangaFACT). Raikage CANNOT break tsukuyomi. FACT. Madara is not a genjutsu expert either. Itachi is.
