Actually, it doesn't even work that way in DBZ itself. The whole point of power levels was for villains to underestimate the heroes and make them look badass when they ****ed up the villains.

That's not true, toriyama never said that power levels didn't matter.

Power level readings weren't accurate because the z fighters could not only hide/lower their ki, they could also increase it past its maximum in short bursts.

A power level reading can be accurate when reading an opponent that is fighting at their maximum.
