Im here to explain to you guys while vergo is not as strong as you think he is he is probaly strongest out of 4 Excutives but not as strong as Monster Trio OR law OR SMOKER which is most important here since he actully lost..
First of during punk hazard oda didnt let any one use haki or go all out besides vergo and smoker(tired and damaged) there for we dont know the true strength of smoker or sanji (didnt go all out was injured as well )
By now you should understand that every excutives got 1 shoted for a reason they are overhyped and oda trying to put that hype out but 1 shoting all of them except diamante even then his opponent was not near Monster trio/Law/Smokers level he was at franky's level if not a bit higher.
Vergo Fought a Injured/Tired out smoker listen guys Smoker fought LAW... Super OP devil fruit kept up with him blow for blow untill law used his hax power to stop him no way he choulda been in full power while fighting vergo if he was full power smoker whould have won since he can beat law in combat ability and maybe speed but not Destructive power and op devil fruit.
Vergo fought a tired sanji who didnt show any of his new abilitys since the time skip he never even used haki yet other then finding kinemons legs he only used hell memory once against wadatsumi (which he did because he was huge so he wanted to lite him all on fire is my guess other then that he didnt even need to do it plus hell memory isnt his only move post time skip its just another move far from his strongest)Somepeople even argue vergo didnt go all out either of crouse he didnt because oda didnt want to make sanji go all out untill this arc he didnt want the hype to go away so he made there fight quick and fast didnt even have the use of haki or anything.
From this you now can all understand that Vergo>=Pica(yes i think they are pretty much even both have ful body armerment both got one shoted same way pretty much vergo much faster pica has a devil fruit evens things out.)>Trebol>diamante
Also if you rember even doflamingo praised sanji but not smoker both sanji and luffy got owned by doflamingo first encounter

Zoro Vs Vergo(Mid diff vergo give a better challenge then pica cuase he is much faster)
Sanji vs Vergo(Midd diff once we see sanji go all out u will see i am right about this )
Zoro VS Pica ( Low diff as you all saw)
Sanji Vs Pica ( low-Midd diff id say this only cuase sanji will have to hit him more times to beat him cuase he cant cut him like zoro)
Smoker Vs Vergo( High diff smoker wins at full energy)
Smoker Vs Pica ( Midd diff )
so here is the ranking
1:Luffy
2:Law
3:Zoro
4:Sanji
5:Smoker
