What is this supposed to show? mixing elements with FRS is something naruto already knows how to do, adding lava or sand shouldn't be too difficult for him. If naruto had lava release he would be able to make lava rasenshuriken easily even without RSM. It's not like he needed RSM to learn FRS.
What I mean by new jutsu on the fly is jutsu that are not at all like what he used previously, for example naruto would be able to create some OP genjutsu on the spot that can knock out kaguya or sasuke. He can't do that, meaning he can't grasp and understand all universal things and all of creation as the DB said he could

Another RSM databook feat is unrivaled speed/reflexes and sensing. So in effect Naruto would sense temari about to blow away the universe and blitz her head off before she can grab her fan.

Tobirama was exception. He grown up with Hashirama who is SM master. Lets not forget he already knew about places like Myoubokuzan and their ability to wield Natural Energy just like Lord Itachi knew about Ryuichi Cave.
He immediately recognizes SM while Minato who is so called SM user can't sense his son absorbing NE. This shows Tobirama had some sort of experience with SM, maybe tried to master it back in the days whether he succeed or not is unknown.

U need Juubi chakra to reach RSM :| not only that but RSM grants universal understanding of chakra that+Rinnegan gives Sasuke all KKG and alls him to pretty much pull any Jutsu out of thin air

He used regeneration with 0 knowledge on medical jutsu and 0 experience in healing let alone Yang release.
He used Lava and and all other KKG elements despite having 0 experience with them. Remember how long it took for him to learn Wind release ? smh
His statement of "I feel like I can do anything" is proof that he has universal knowledge on chakra. He can do anything and he did.
Naruto didn't need to use new jutsu because nothing is stronger than Rasen Shuriken. And making new jutsu is pointless fi it's not strong enough to beat Kaguya and Madara.
Madara made a new jutsu yet Naruto countered it twice. New jutsu doesn't mean shit against powerful opponents.
