Kakashi with Obito's eye could use Kamui.

Danzo with Shisui's eye could use KA.

Solo Crow with Shisui's eye could use KA under Lord Itachi's instructions.

So this shows us other people could use a MS power of an eye after implanting it to themselves. Powers are residing in the eye no matter what.

But even with that Sasuke can't use Tsukiyomi and settles with Genjutsu Sharingan.

Full blooded Uchiha like Sasuke is clearly superior to Danzo and Kakashi when it comes to use a sharingan.

So how come while Danzo and Kakashi were able to use their MS abilities with no trouble while a full blooded Uchiha like Sasuke who happens to be Indra's reincarnation can't use Tsukuyomi ? He certainly have Lord Itachi's eyes but all from Lord Itachi's powers he only inherited Amaterasu which is probably because Lord Itachi blessed him with it.

So Lord Itachi knew Sasuke wouldn't be able to use his powers to fully, so he unlocked Amaterasu for Sasuke while he prepared a backup against Obito. Two birds in one stone.

All of this leads to one conclusion, Lord Itachi's eyes are so powerful even his own brother cannot wield it to its full potential and required Lord Itachi's blessing to use one of its powers.

Sasuke simply doesn't have the genjutsu skills to cast tsukuyomi, like danzo said

If Sasuke managed to use it's full power it would be BS.

Itachi's eyes transformed into sasuke's creating EMS, that is why sasuke doesn't have itachi's powers but his own MS powers. The only benefit he got was the strong chakra of itachi's sharingan

His genjutsu still knocks people unconscious like Tsukuyomi so I don't see why he needs to distort time. And he managed to use Kagatsuchi better than Itachi and Susanoo as well. Ty & Sasuke solos

Just like how itachi wasn't skilled in ameterasu unlike Sasuke, sasuke isn't skilled in tsukyomi unlike itachi. If sasuke could use tsukyomi that would be ludicrous, rinnegan:genjutsu is already deadly but rinnegan:Tsukyomi????? That'd be broken, almost as much as mugen tsukyomi. But at least lord sasuke has mastery over ameterasu and was stated to have the potential to surpass madara unlike itachi who called madara an immortal and his mentor, that Madara, Dat sasuke XD

He also said he wanted Sasuke's eyes. He was lying, he said those words about Madara so that Sasuke wouldn't trust Madara and kill him. Too bad Sasuke just opened his heart to Obito.
