Madara is also one of the strongest. Never caught hashirama though. Obito can control a perfect jinchuuriki, yet didn't catch minato. Or Naruto or Bee or Gai etc.

Tobirama has faced MS users, and Uchiha most of his life. Itachi who doesn't even have the stamina to compete with a senju isn't really gonna pose an enormous threat imo.
