post chunin exam lee is above neji that's why kimi didn't neg him initially, however he would have killed him when he got slightly serious had gaara not shown up.

Neji can't even get close to gaara, lee needed gates to even damage a chunin exam gaara and even then he couldn't win. The gaara that fought kimi is much stronger than his chunin exam self(lee stated it). Neji even with CM2 isn't going to be as fast as 5 gates lee, he would easily get crushed by gaara's sand. Neji doesn't have chidori to pierce gaara's sand.

I think his rotations would have improved but thats about it. Since gentle fist doesnt revolve around but pressure and chakra injection not raw strength.
