As far as I know, Ope Ope no Mi doesn't allow the user to talk to anybody even if he is within the Room.
But Law talked with Luffy without getting noticed by Doflamingo and Trebol.
On the other hand, if we remember, only Law knew about Corazon's Devil Fruit Ability.
This can be speculated that Law retrieved Corazon's body when he died and then took Corazon's DF ability as the souvenir. Even at that age, Law did have some good knowledge about surgery and all.
We don't know how Law gained more knowledge about his Devil Fruit as well as increased his knowledge about the medical skills.
Ace died at marineford and then after two years his Devil Fruit was presented in the gladiator battle in Dressrosa.
Means that the fruit's ability takes some time to regerate into another fruit. I would assume it to be around one or one and a half year.
If we follow this theory then we can also say that Law learned and took Corazon's ability before it regenerates into another fruit.
One person can have two abilities and this was shown by BlackBeard when he took Whitebeard's DF ability in the Marineford Arc. So why not Law?
Before this chapter, there wasn't appeared a situation where Law had to rely on this ability. But he might be using this ability to contact with his individual crew member.
