Actually yes. Guy has nothing except power and speed, he can't react to madara a moves because he has nothing to aid his perception or reaction time. Normal people can't keep up with such fast movements of the opponent. Guy is faster but that doesn't mean his eyes are.

In other words even though guy is faster, both of them are faster than normal eyes without sharingan or something like sage mode or raikages "nerve enhancing lightning armor"

Gai was outpacing Madara. If Gai didn't have the reaction speed to track Madara, he wouldn't have the reaction speed to perceive the world around him any time he moved while in 8th Gates.
