1) Shisui's Kotamatsukami is said to be the most subtle and powerful of all
2) Itachi's Tsukoyomi is also very powerful
But Totsuka blitz also creates a powerful genjutsu like illusion
3) Sasuke has Rinnegan and is immune to most genjutsu. Do you really think he won't fall for Totsuka ?
