We simply don't have enough information about these 20 elite ninja to make a solid argument, and scaling from Tobirama won't work considering they have entirely different arsenals.

Tobirama had Hiraishin + Kage Bunshin (holy hax), sensing, and was insanely smart but still lost, so I don't know if Oro could have pulled it of. Most likely he would have ended up fleeing; 20 elite ninja at once won't be a cakewalk.
