Considering Sasuke basically pulled juubi chakra from the bijuu and mixed them in PS. And the fact that Naruto absorbed enough sage chakra to match that, I would say that naruto's attack was equal to juubi TBB. Which means he threw 2 Juubi TBB at Sasuke.

Naruto's attack basically cancelled out Indra's arrow, so Indra's arrow = 2 Juubi TBB. The resulting shockwave which destroyed the Juubi PS would be 4 Juubi TBB. Therefore it would stop at 9. but if 10 were above 9, it would also tank that jutsu.
