Shikamaru and Kakashi want the leader of the Land of Silence to be assassinated or else he'd start a war with the Five Great Nations. They believe that if a war was to break out, there would be many casualties amongst the Allied Shinobi Force but this is completely baseless when both Naruto and Sasuke could solo the Land of Silence with zero effort.

So it seems like Kakashi and Shikamaru overlooked the fact that Naruto could solo stomp that nation on his own. No need to take the role of Danzo in assassinating a suspicious figure without the declaration of war first.

In that case, Sasuke would do things even more efficiently than Kakashi and Shikamaru. Though I guess that makes sense. If Naruto found out, he'd probably not want to fight other shinobi and instead opt for peace but this man is no good.
