Sozo saisei requires a lot of chakra, not necessarily the byakugo seal.
The regeneration technique was created by Tsunade, this mean she gets credit for that.
The seal was developed by person X. Mito was the first person we know who had it.
I believe it's an Uzumaki seal, being an S-rank seal and the Uzumaki clan was known for it's fuinjutsu.

why does she combine it with byakougu if it's original,that's right it because she doesn't have enough chakra to do so without the seal .and we're yet to see tsunade regenerating without chakra from byakougo


I never said that she didn't create sozo saisei I just said that she needs byakougu in order to preform it which gives half of the justu's overall creation credit to mito
