i felt that naruto saying kaguya had no heart was plain BS, we saw kaguya crying when holding naruto´s and sasuke´s faces and then she said" i hate you hagoromo and hamura", that obviously showed kaguya had a heart and felt betrayed by his two children, she was just indifferent towards other people

The coldest without question is Kisame. A ninja who knew no love, only duty and shed no tears when his time was up. Negged himself with a summoning like a boss.
