Fastest under water speed in NV

If there was a list of fastest underwater characters in NV, what would it be? So swimming, or other underwater transportation. So, not running on it.

Rules: No summons or teleportation ninjutsu, but other jutsu is allowed.

My list:

1. Guy
2. Dai
3. Lee
4. Zetsu (because I think he could travel to the bottom of the ocean and travel through the ocean floor by merging with it)
5. Kisame (ironic he gets last place)

Yeah, he's faster than most people underwater, but I think 8 gates swimming and Zetsu can beat him.

swimming underwater is so much different from running on land
zetsu might be 1st at traveling underground and gai might be first at traveling on land tho

I thought gai swam before in the manga, and idk about Zetsu, I was thinking Zetsu could merge with the ocean floor and travel extremely fast that way like he does on land.

You forgot Suigetsu. He basically becomes water and thus moves underwater extremely fast I think. Either he or Kisame gets 1st place.
