I think we should be more precise about 'being smarter'. I mean there a lot of ways to be intelligent. I believe you are also intelligent if you can come up with your own jutsu, or if you know how to build a house, or if you know how a car works etc.

But if we are talking about who has the best fight-strategies, I think Shikamaru wins.

Shikamaru is smarter than Sasuke, He is several moves ahead of His opponents, He has plans inside of plans. Sasuke like Neji just find the openings they need off the bat. But Shicamaru can let you see openings that are really traps for you to step on.

For asking a somewhat viable question, your awfully biased. Shikamaru is by far a more intelligent/smarter shinobi, now yeah if you threw them together, Sasuke would win, because he is a 'god character' in the story, no matter what happens during his fights, SUDDENLY SASUKE'S THERE AND HE'S GOT SOME NEW MONSTEROUS TRICK and "kukuku" ensues. That being said, even though a fight between the two would most likely result in Sasuke as the 'victor' it wouldn't result with a dead Shikamaru, he would still be able to think ahead of Sasuke and be able to retreat at the very least.

I'd say that Shikamaru is definitely smarter in terms of strategy, he just needs a little more time to come up with the perfect one. While Sasuke is able to react quickly and still come up with decent tactics.

you have to realize that sasuke can come up with his plans only because he has so much to work with (ie sharingan + mass amount of techs) whereas shikimaru doesn't have much to use (shadow techs and kunai) yet he can still winhis battles even against akatsuki, and is therefore more strategic.

Sasuke’s target was ONLY Danzo when he entered the summit but since Zetsu warned the Kages of his entry (behind his back) did the Raikage fight even have a chance to occur. It wasn't like he went there because he wanted to personally kill them all. As matter of fact he barely attacked them and played more defensive while being present there.

Sharingan and Byakugon lets Sasuke and Neji see an opening in the battle, All Shikamaru has to do is set it up so they see false opening and have them commit themselves, trap is set and they walk in to their own defeat.

i would say shikamaru because of his fights between temari and hidan. both showed excellent stratergy. sasuke recently with strategy is like naruto at the begining of the series i thought.
