And then Kishimoto levels Sasuke onto Naruto's new playing field literally 2 chapters after Naruto gets a power up

At this point Kishimoto is saying Sasuke is still on Naruto's level, from there you all should be able to figure out which forms are <>= before and after this point in the story.

Although, Kishimoto did not get too big into the development of Sasuke's v3 sussano besides using yasaka Magatama on zetsu, but it is clear that BM mode = final (v3 sussano)

Edit: what are you guys saying? You're making assumptions naruto would stomp Sasuke in this form but the truth is we never saw Sasuke fight in this form. the bijuudamas have been deflected, pushed, and blocked multiple times bm naruto himself deflected five of them without them exploding.
