Genjutsu is japanese word for illusion technique. But Thats not mean illusion inside sealing gourd was created by Hagoromo or Kaguya. Dont to fast to jump into conclusion because you found genjutsu word there on Zetsu statement. That genjutsu already exist inside that Gourd from the first time its created but not by Hagoromo. Hagoromo already had his own Sealing tools.

Totsuka didnt depend on User power level whether its MS or Rinnegan. Its work by their own rule and law.
