-BM Naruto and above w/ zero damage.
-EMS Sasuke and above w/ zero damage.
-Hashirama w/ zero damage.
-EMS Madara and above (minus RT Madara) w/ zero damage.
-Killer B w/ moderate damage.
-All Juubi Jins and Ootsutsukis w/ zero damage.

S/T users can tank TBBs?

I think each Bijuu can tank their own TBB. Other than that i don't recall any character having this level of durability (and i don't think i'm forgetting anyone).

On Topic: It all depends on the size, chakra concentration, etc. But if any and every shown bijuudama counts, then I guess a lot of people can be included. Apart from the obvious ones listed by others before me:
