No we can't give her shizune's feats because by that logic any student who's apparently surpassed their master should have all of their jutsus. Hiruzen for example was said to have surpassed tobirama in terms of mastering the 5 elements but we don't give him tobirama's suiton feats.

Unless there's direct confirmation that someone can use another person's jutsus or abilities [like w/ the raikage's black lightning] then they can't w/o feats.

Soo...no proof that she surpassed tsunade, despite tsunade being her mentor.
Just like there's no solid proof that Sakura surpassed Shizune despite being her student.
Hence why the feats don't transfer.
