The anime shows it only as smoke..A Rasenshuriken combined with Yasaka beads was used to take down Edo Nagato's CT so it's not a mountain buster in that scene

I wouldn't trust Kishi's depiction of mountain sizes. The Kyuubi was shown to tower over mountains, yet with Madara on his head, it looks to be under 30 meters across.

Kishi is not consistent and doesn't draw to scale often.

Do you know what SM does?

Technically the FRS has to be enhanced in some way, as Naruto's regular chakra was not enough to keep it encased and stable, so he had to encase it in Senjutsu chakra and later Kyuubi chakra. As far as i remember, he never used it while entirely in base form.
