Perfect Susanoo difference

How come it took Obito/Kakashi Rikudou senjustu to manifest Perfect Susanoo?

It took Madara and Sasuke Rikudou chakra (rinnegan) alone, and EMS to form Iso Susanoo.

Is it because they are incarnates?

Because it takes a lot of chakra/potency of chakra to make PS. EMS grants that boost in chakra/potency of chakra to get PS, Kakshi/Obito didn't have EMS so rikudou chakra became the fuel to form and stabilize their PS.

Well indra, madara, and Sasuke needed six path chakra to use it, while Obito had to go as far as to obtaining senjustu.

Plus if anything, they don't have the longevity for it if it still strains Sasuke.

Did he manufacture the legend himself? He said "They say..."
Still, that aside even, Madara's explanation is simple:

He has decades of fighting experience
He has had a long time to practice his EMS techs before he fought Hashirama at VotE
Madara is arguably the most knowledgeable Uchiha that ever lived
Uchihas are born with keen fighting instincts, Madara instinctively knew there was a next level to Susano'o
Madara had PS by the time he faced Muu and Onoki
Madara knew Rinne-techs that Nagato didn't even know (without practice)

Just sayin'.
