Sakura was the one to do that because that was practically the only thing she could do in that fight of relevance, even then they weren't able to maintain the portal for long, with Sakura fainting right afterwards.

Juubito would have been able to pull off that feat by his lonesome, and even someone like Hinata (the Last) or any of the Jinchuuriki )provided they know the chakra transfer technique) would have been able to substitute Sakura for a chakra source.
