Those chakra reserves of hers took 3 years to amass, so wouldn't that mean she could use them to their fullest potential only once every 3 years?

Yes, it took Sakura 3 years to create the seal but keep in mind that Sakura has strong feats Pre-Yin Seal that require a significant amount of chakra in order to be executed properly. Meaning that Sakura was sending mass amounts chakra to her forehead while sending chakra to her fist (for CES), mystical palm and other medical ninjutsu techs. Which means that Sakura delegates appropriately and knows how to use every aspect of her chakra efficiently.

From a chakra standpoint, she'd have enough to use them with her seal full. However, three of the tools work as a group: the Crimson Gourd, the Seven Star Sword, and the Golden Canopy rope.

It would be difficult to balance the handling of all three weapons in combat with only one person; Kinkaku and Ginkaku each worked in tandem to utilize their powers to the fullest.

This I won't completely disagree with, Sakura would have to train and pick up skills that she hasn't shown but also remember that Sakura's abilities and power tremendously developed in 3 years. One example being, how Sakura learned and preformed Medical Ninjutsu (something that requires absoulute refined chakra control) in a VERYYYYY short amount of time.

But I do agree using all the tools at once would be out of the question, unless she can produce clones. XD

These tools also don't match with her style of fighting, and she's never shown to be overly proficient in weapon usage.

The Banana Palm Fan would be more suited for her though, and she could likely use that fairly well.

At the beginning of the manga Sakura didn't even have a fighting style but she developed on thru training, why can't she further he fighting abilities like many other characters have?

Based on facts, the chance of Sakura running out of chakra is slim to none.

Her intelligence translates well into medical-ninjutsu - not weaponry, kenjutsu, sealing, and general capability in battle. She sucks on the battlefield in any role beyond medical-ninjutsu - she has no common sense when it comes to strategy, into how she fights.

Memorizing hand and strings movement pattern in order to foresight Sasori's attacks, only with observation. This is similar feat that Shikamaru had in Part 1, against Tayuya. Tenten has the technical skills to use them - but lacks the chakra.
Even if Sakura had an infinite amount of chakra - that wouldn't change the fact she lacks the technical skill required.

The manga proves theirs nothing beyond Sakura's intellect.
