At least Dragon Ball Z had sensible fillers (usually starting when the characters would be on downtime) but Naruto? What better time to start a filler about something nobody cares about (honestly, who gives a crap how the extr-I mean K-11 got their chuunin ranks?) after the episode that ended WITH NARUTO AND SASUKE DYING??? PURE GENIUS!!!!

Yeah, well, as much as you and the other .5% that actually enjoy this arc like it, most of us realize it is a total waste of time and a pointless detour that interrupts the narrative flow of the series. You wanna see a massive Sakura-wank Arc (not that this, what was meant to be her Arc even focused on her) then go to fanfiction.net.

They could at least make some good filler arcs like the Chikara Power Arc that actually had some top notch animation. That filler Arc was better than some Cannon Arc IMO.

If the canon episodes were to continue, and there were never any fillers then the anime would be over by this time.
I think they are going to make episodes for Bolt after 700 is animated

but they need Bolt introduced to get a feel of his personality. So they, just like us have to wait till spring time.
