guy/gai does handstand laps around the village. so all he needs are his arms. sure theres a fodder somewhere in the leaf that can't keep up. slowest leaf ninja = some random fodder.

Base Chouji is probably the slowest in terms of combat speed, but if he takes one of those pills he stomps most of the others (K11) in terms of speed. Also, as far as traveling distance goes, with his giant BM (butterfly mode) one step of his is more than most of the others put together.

Ninjas like Iruka, Ino, Ten-Ten, Kiba, Hinata... hell, most of the K11 except Naruto, Sasuke and Lee don't have impressive speed feats, i actually only remember basic human speed from everyone else.

I guess Sai would be fast on one of his ink birds.
