If Black Zetsu worked for Kaguya all along, then why he, instead of reviving Madara with Rinne Rebirth, did not revive Kaguya? The World tree was already alive, and all tailed beasts were ready to be consumed by Kaguya. Want to see your opinions about this, i would say, pretty clear fact.

Rinne Tensei brings souls from the Pure Land. Kaguya's soul was merged with Juubi, kind of like why Kabuto wasn't able to summon Hokages because their souls were inside the Shinigami.

Thank you guys. So she was able to appear only when all of 9 tailed beasts merged into 10 tails. Since then The World Tree was at full capacity. Black Zetsu waited Madara to become 10 tails jinchūriki, and to cast Infinite Tsukuyomi, so he can help Kaguya's return. Am I right?

Kaguya needed a vessel in order to be revived. Obito was not the perfect vessel as he only had Ahura chakra, no Indra Chakra. On, the other hand, Madara had both Indra and Ashura Chakra along with the Rinnegan. This made Madara very close to Kaguya and he was the perfect vessel for her. Madara was an important toll for Kaguya's recvival and Black Zetsu would have forced Obito to revive Madara anyways, even if he was not edo-tenseid.

Obito lacked the 2nd rinnegan & just lost the juubi's power, you need both of those things to revive kaguya. BZ also needed IT to be cast in order to gather enough chakra for her revival. [
