Madara- he said himself that he has both Naurto and Sasuke's sage powers meaning he could seal her. With his limbo clones she couldn't touch him and he could easily dodge her dimensional shifting as well as float above acid.

Naruto and sasuke both need each other as well as Hagoromo and Hamura. DMS Obito could do a lot but couldn't seal her.
