Naruto: 3.5 - Mediocre/Good. Part I, well, he was
awful but he got better due to Jiraiya/Toads and the Kyubi. Eh, he's more reactionary and less actual technical skill. I'm comparing with Lee, I suppose.
Sasuke: 4 - Decent. Capable, I recall in Part I Kakashi said the techniques were copied (from Lee) he had to physically put a lot of hard work in to "master" them. Overshadowed by his kenjutsu, but he kept up with Itachi in a satisfactory way (even though it was staged...).
Sakura: 2 the chakra-enhanced strength doesn't (for me) technically count. Her actual taijutsu form, the style and skill (not including the chakra control) is really wank. There's no finesse, like Tsunade and A she's more wrestler/brawler, it's crude and a lesser form of taijutsu that the others we've seen.
Hinata: 4 - she uses Gentle Fist, one of the most powerful/refined forms of taijutsu. It has style, form, skill - it's refined. Hinata has (in my mind) mastered her family's style, it's her confidence that's lacking - not her actual capability.
Neji: 5 - like Hinata, one step ahead.
Killer Bee: 4.5 Eh. Like Sasuke his kenjutsu overshadows him (a little), though the unique style indicates he'd be fair taijutsu user, better than A actually, he seems to be more versatile.
Itachi: 5 - his form is impeccable.
Jiraiya: 4.5 - man has swag.
Minato: 4.55 - he's not lacking, he has speed/grace/style. Flying Thunder God technique is it's greatest strength, but his reactions/reflexes have to keep up/compliment it in order for it to work (and to slaughter hundreds one after another successfully).
It's all personal opinion. You've got to take into account that I may discount what you do, and count what you don't.
Example: I don't add points on to their Taijutsu score because they're physically strong... *cough* Sakura *cough*... a brawler/wrestler style is (to me) piss poor taijutsu.
