Sasuke has repeatedly failed in his hype and that failure seems to just bring new hype. People expected so much of his EMS but he barely if at all met that hype and when saauke finally got the rinnegan, After several long painful years for saauke rinnegan theorist despite his new rinnegan and the sheer raw power it held sasuke was doing pretty good until kaguya cane then his hype went curved down then it was brought up again during his "revolution" bout by a bit but even then that eventually failed during chapter 699. The amount of potential sasuke had in ability was utterly wasted.

The one that lived up to the hype has to be Shino, Shino hype was real back in the day.

That thing about Kaguya fight, that is small example what happens when PIS isnt protecting main characters so much.

agree on that but ninjutsu wasnt found back then so she have power but not versatillity

Two of my favorite (Hanzo and Hiruzen) did not show all they were hyped for. But they are still pretty haxxed, you can't deny.

Lived up:
8th Gate Gai - he pretty much destroyed the hype.
Edo Madara - annihilated the Alliance.
Hashirama - we were wondering for a long time how freaking wood beat EMS Madara + Kurama.
Itachi - words are not needed here.
Shisui - strongest genjutsu user indeed.

Didn't live up:
EMS Sasuke - absolutely nothing impressive.
JJ Madara - it felt like a downgrade in power instead of an upgrade.
Kaguya - i was expecting a lot more from the Godess, the strongest being in the NV.
Sakumo Hatake - stronger than the Sannin? Ha-ha-ha.
Hiruzen - again, self-explanatory.
Minato - War Arc completely ruined his hype, which was what he had going for him most anyway.

Minato. I mean yeah he used BM and stuff but thats not what he was hyped, he hyped for his natural abilities which i think wasn't enough. Maybe thats just me, ever since chapter 1, Minato or better said Yondaime was the best shinobi. He defeated mighty Kyuubi when everyone cowered in fear, he was a genius that comes once in a lifetime.

Than what happened ?

Bunch of Uchiha can solo that Kyuubi with a glance.
First Hokage apperantly defeated every Bijuu except Shukaku which was already Sealed by Suna that time.
That mighty Kyuubi turned into a kitten, which made Yondaime look like a joke. Everyone so far who defeated Kyuubi made a joke out of Yondaime who forced to kill himself for it.

Third Raikage go toe to toe with 8 tails, sealed it and survived. He died to save his comrades against 10000 enemy ninjas. Compared to this guy Minato looks like a joke.

I mean he showed amazing things but, considering all of his Hype he failed in my opinion. He should've been the strongest Hokage not the First.
