You are seriously in need of help. Every character in Dragonball fodderizes nv, Raditz =Saibamen and he made Goku and Piccolo (who could destroy the moon and more in seconds and moved faster than the eye) look like kids with a pl of 1200 when one in the hundreds result in moon destruction. Energy projection is a trait shared by all fighting organisms in dbz including saibamen. That being said world destruction is a a capability of saibamen but that's not even needed as everybody in Nv is weaker than Roshi and any attack would get dodged or brushed off. Raditz makes jjs madara look like an ant and you saw what he did to minato. ABC logic is the basis of understanding dbz strength as every trait increases linearly with power level.

Even if they lack a technique they still have the physical power as someone with a lower power level attack could be deflected physically by someone with a power level higher.
