For me (excluding grimmjow) its this guy :
Crocodile
Let's face it , you can talk all you want about bad ass characters , but nobody comes close to him. Crocodile trash talks other villains who's more powerful then him , and right to their mother ****ing face! This guy has a huge ego going into battle believing he is strong enough to take down the strongest character of one piece at the time , and his confidence remained throughout. His power to control sand is better then Gaaras. He has that deep , relaxed voice , and is always smoking a cigar. The guy almost killed the main character of his anime twice. He has a habit of leaving his opponents to die slowly after defeating them. I believe his at least in the top 5 anime villains of all time.
