With the exception of 3 standouts, Guy, Kaksahi, and Obito; the rest of this generation was fodder. Take the sharigan away from Kakashi and he's fodder too. DMS Obito with Kamui + Susanno and Guy who can use all 8 Gates to combat a Juubi Jin opponent topple everyone else from their class.

Idk. If we cap Naruto and Sasuke off at Toad Sage Mode (Pein Arc) and Mangekyo Sharingan (Five Kage Arc); and then compare them and their classmates (by War Arc feats) to Kakashi's generation; Naruto's gen is still leagues above Kakashi's. With the exception of DMS Obito and Guy.

Ya know, I should amend my list and add another Leaf shinobi from Kakashi's gen; Kabuto. He reached Dragon Sage Mode through his own hard work and studying.

Yeah, they weren't developed much feat-wise. Most of them had shown like one each. Asuma was hyped as Konoha's best close-range fighter though, and Kurenai as a genjutsu expert - and that would probably put them above many ninja who have no KKGs and other enhancements.

Also, some of them picked non-combat jobs, but Ibiki is among the best at what he does, for example.

Konohamaru's - weak (Konohamaru being the solo exception. Possibly)

Naruto's - Strong

Kakashi - Weak: Exceptions made for 8 Gates Guy, DMS Obito and DSM Kabuto. Not including Kakashi since the sharingan was Obito's and that is what made Kakashi standout among his peers.

Minato's - Strong: Has Minato, Fugaku, Inochi, Shikaku, Kushina, Rasa, 4th Raikage Ay, Roshi, Konan, Nagato, Yahiko, Yagura, Bee, Hiashi, Hizashi

Jiraiya's - Average. The Sannin are powerful but no one else of note appeared from this Gen.

Hiruzen's - Strong. Hiruzen, Danzo, Kagami, Ohnoki, 3rd Raikage, Chiyo, 3rd Kazekage, Hanzo, Mifune

Tobirama's - Average?: Of note you have Tobirama, Muu, Gengetsu

Kakashi's promotion was advanced due to Konoha being in a protracted state of war. Kakashi was a chunin at 6 and a jonin at 12. Him and his squad were fast tracked to up ranks in order to fill the ranks of Konoha's army. It's the same reason why Itachi was also promoted at an early age. It had more to do with supply and demand of soldiers, than actual skill of said soldiers. Kid Kakashi's leadership skills are terrible and he still made Genin level mistakes.
