He's probably the same tier as JJ Obito or JJ Madara, just without the skill and experience. Much like Rinnegan Sasuke/RSM Naruto when they unlocked their powers that very first day, they just tapped into their unknown potential. Same with Toneri, well, even if he were to train. I doubt he is breaching the gap when Naruto one shot him with a fist.
