It's nowhere near high diff. His lack of a need for air doesn't stop him from getting raped underwater. His threads are easily cut by Samehada, which can protrude from the body when Kisame is fused with it, and his attacks are easily absorbed. It's a godstomp the moment the Water Dome comes out.

If he gets caught, those spikes free him, so there's literally no issue here no matter what range he's at. If he's fused and the threads attack them, he can cut right through them. If he's not fused, he'd still cut right through them. Evading isn't his only issue here.
He does. Hell, they are useless even before that. Kisame can get close to him using subterranean voyage, he can outright run/Shunshin towards him. He can make the area a lake via Bakusui Shoha and ride towards him on a bunch of sharks.
Wasn't going to say GSB at the start, all I said is that it's an easy fight. The fight leading up to waterdome is an easy fight, and water dome is an obliteration in Kisame's favor, not high diff. If it were high diff, he'd have trouble at least once in the match. It's mid diff at the highest.
