Kurama here was talking about him merging different chakras into one.. because in the past Madara was only able to do it to Kurama.. 1 tailed beast.. but Sasuke merged himself with 9 of them.

Chakra control is about having control over your own chakra to the utmost. Like Tsunade and Sakura are able to nearly entire of their chakra to 1 single point in their body. Naruto and Sasuke can't do that. They can do attack like Chidori and Rasengan, that allows part of their chakra to come to that one point where they trained it to come to.. But comparing to Sakura and Tsuna.. thats not much.
