Actually The Flash (TV series) is a spin-off because the original plan was for Barry to be in more episodes in season 2 and they decided to turn it into his own series.

The idea of a spin-off is a character from them same world to have his own series. And that's what happened. It's like saying the Cleveland Show isn't a spin-off of Family Guy.
