If VOTE1 counted as a victory for Sasuke, then VOTE2 certainly counts as a victory for Naruto. In VOTE1, Naruto had every bit as much opportunity to do as much damage to Sasuke as Sasuke did to Naruto. However, Naruto chose to make a symbolistic gesture instead(scratching the headband). Read that chapter again.Sasuke blitzed Naruto and Sai single handedly and Naruto was about to once again enter his one tailed jinchuriki form so he wasnt exhausted btw.Sasuke then entered his conscious and neutralised Kurama's influence and was about to completely decimate the entire sqad until Oro stopped him.Hence Naruto started crying after he left.Heck Jiraiya even said IIRC that Naruto was no match for Sasuke that time which prompted the Rasenshuriken training
