yes the top tiers are but marvel doesnt have that many that can do that like dc does. so yes freiza would still be low high tier or high mid tier considering all the thousands of other marvel characters that arent even city busters.

There are many marvel characters that can. Based on abilites over 20, silver surfer is potentially galaxy level based on his swift destruction of neutron stars and black holes. he's not a high tier of the verse. Besides, frieza would still be below haxed characters, which automatically doesn't make him high tier due to his mortal body, referring to non corporeal and abstract, DC alone is not sufficiant to warrant his position has an high tier at all. The movie isn't even out yet, so making a thorough anyalsis based solely on DC is futile.

Btw if you're powerscaling his DC based on bills galaxy busting claim, that was debunked as a mistranslation, it was actually solar system. Also Jean grey is usually considered a Mid high tier. And she is incredbly haxed in the comics.

Telepathy, telekinesis, can create telekinetic forcefields, telekinetic energy blasts, flight & levitation, empathy, with the Phoenix Force she can manipulate matter and energy on a subatomic scale, can increase her powers by tapping into the life energy of those not yet born, regeneration, can create cosmic flames which can exist in impossible conditions and consume anything that Jean wills, resurrection, time manipulation, immortality (type 4, when she killed herself she was resurrected later), with the full Phoenix Force she can create black holes, reality warping, absorption of any kind of energy from Cyclops' optic blast to entire galaxies, cosmic teleportation, can control life and death itself, can consume and remove a near infinite amount of molecules per second, some level of omniscience.

I don't think frieza gets that far in marvel. Even thanos without HOTU busted a galaxy casually.
