This list is based on the influence the females characters had in the whole NVerse before kaguya revived and not only in the main characters, but they're influence or overall legacy.
Note: the list is not based on power or strengrth whatsoever.
1.Kaguya Otsutsuki
This one is quite obvious, kaguya has the most influence overall in NV since she was the one who ate the fruit and started the cycle of hatred, she casted IT and apparently not all people could get out of IT, she was the mother of the sage of the six paths and was the creator of BZ who started the brothers feud and their transmigration cycle.
2.Rin Nohara
Even though this character didnt have much panel time, she had a great influence over the main villian of the whole NV(e.g. obito uchiha), and as we know obito attacked the hidden leaf with the nine tails killing kushina, minato and a lot more people, killed the uchiha, recruited nagato and turned akatsuki into something evil, collected the 9 tail beast, declared war and killed more than half of the shinobi in existence.
3.Tsunade Senju
Created the regulations for medical shinobi that were spread worldwide, became the hokage which gave her a really important influence not only in the leaf but in the whole world.
4.Kushina Uzumaki/Mito Uzumaki
She was used as a symbol of friendship between the leaf and the spiral village, she was the host of the nine tails which was very important to the leaf, she help minato stopped the nine tails by restraining the nine tails while minato used the death reaper seal and taught minato such technique besides she helped naruto get kuramas power and naruto was a determoning factor in war.
5.Konan
She became the right hand of nagato who was the leader of the hidden rain village, nagato and konan were known as gods within their village not to mention she had a great influence on the akatsuki when nagato was the apparent leader.
6.Anko
She played a pivotal role in orochimaru's revival, and we know orochimaru brought back the hokages which changed the course of war.
7.Mei
She was setting the hidden mist back on the good track,the mist was known to be a horrible and bloody place and she was trying to change that image, she was the mizukage therefore great influence.
8.Lady Chiyo
She along with sasori were one of the best poppet masters of all times and had a great influence over people who followed the art of puppetry, she was a political figura within the sand village and she gave her life to revive the kazakage.
9.Temari
She was kind of an ambassor between the leaf and the sand, which was very important because the sand was one of the main allies of the leaf.
9.Sakura Haruno
She helped heal the wounded in pain´s invasion and in war.
10.Hinato Hyuga
She lifted naruto's spirit when he was about to be conviced by Obito, giving naruto the courage to fight once more.
Honorable mentions: Fuu, yugito since they were jins
