My top 3 eviliest characters in One piece is:-

1. Akainu =) because he killed one of my favorite character Ace
who had much potential to defeat blackbeard and the admirals.
Plus being a good brother to Luffy.


2. Doflamingo=) he controlled king riku and his soldiers to kill the people on
dressrosa of the reason that he wanted to be in controll
of the country with lying or manipulating the people
that he saved everyone.


3. Blackbeard=) with him being Luffy"s enemy and ........?? "can someone give me another
reason why he"s evil guys"?

2- Blackbeard, he's just for himself and doesn't refrain from using anything for something he desires. I wouldn't be surprised if he ditches his own crew at some point...

Akainu isn't evil.....I would rate Blackbeard and Doflamingo as equals because Blackbeard seems like a real pirate also I would say 3 is Celestial Dragons since well they are Celestial Dragons....

Enel almost destroyed a civilization on a whim. And he would have if the SH did not interupt his plans.. same can be said about Hodi (Hodi even admitted he was never hurt by humans) he was just an empty vessel of pure hatred. and even Doffy... altough he takes it to a whole new level of meanest
He really enjoys being evil , being a sadist, using people like marionets to slaughter each other. I think we seen plenty of evil lol
Or what about the Tenryubito.. Buying mermaids to make the pirnahas chase after them in a tank. Using and buying humans as slaves to do their bidding forever or till their uses have been exploited to the bottom

I don't think Blackbeard is truly evil, or at least not as evil as Doflamingo or some others. That being said, here's my list in no particular order:

Captain Kuro - Only out for himself, and for the most petty of purposes was willing to kill. Unlike most, was willing to kill his crew for the sake of his goals. Most of the other villains, even racist ******* Arlong, even Doflamingo, cared for their respective crews to an extent.

Doflamingo - Worst of the Shichibukai, in all honesty. He doesn't give a damn about the weak, and is willing to exploit anyone and anything to get what he wants. There's pretty much no low he won't stoop to.

Enel - No morals, no empathy, and not an ounce of mercy. Enel was willing to kill thousands of people just because he didn't see any worth in them anymore. Plus, he's so deluded that he thinks he has divine right to do all these awful things.

Akainu isn't evil. He just follows the way of justice for the Government. To him, and the rest of the world, that is not evil.

1. Doflamingo is pretty messed up, even more so than BB. Blackbeard is just greedy and power hungry, while Doffy is completely merciless.
